Care “Two People” and “With All One’s Might” -- Dr. Xu Zechang, former President of Phoenix Healthcare Group
Dr. Xu Zechang, joined Phoenix Group in September 2004 from Cardiology of the General Hospital of the People’s Liberation Army. From the first position of Executive President of Wuxi New Wuxi New District Hospital, afterwards, he served as President and General President of many types of hospitals of the Group due to his excellent performances. Colleagues often kid with President Xu that he has many “Unique Approaches”! Definitely, President Xu seldom set rules and regulations, and often has innovative ideas and practices in hospital management.
President Xu often said that the hospital and the President shall focus on “Two People”, and should find ways to satisfy “Two People”. Can you guess who “Two People” are? Yes, they are patient and medical staff.

Hospitals are facing a common problem, that is, bicycles, tricycles and disabled vehicles are parked randomly, which affects the appearance of the city. President Xu and his team broke through the habitual thinking and gave the patients the nearest and most convenient area to enter the hospital, outpatient building and inpatient building to park their bicycles. In addition, adding the parking space line for bicycles achieved a neat and beautiful result. After the patient entered the building, he will not see the “Silence” and “Quite” any more. The interior of building are decorated with different colors, light, wall hangings, guidance, clothing, fixed and mobile services. President Xu’s team carried out detailed innovation in almost all aspects, and harmoniously and naturally formed a “Quiet, Clean and Respectful” medical culture atmosphere. After entering this environment, anxious hormones and emotions will be automatically reduced, and the medical treatment and practice experience of “Two People” will be greatly improved.
As a Doctor of Clinical Medicine with technical background, President Xu has a professional and unique understanding of hospital clinical business and quality control, who often emphasized that the most common diseases that patients needed and the most diseases that hospitals faced are common and frequently occurring diseases. To ensure the quality and safety of diagnosis and treatment of common and frequently occurring diseases, the hospital must systematically, comprehensively and innovatively improve the basic quality and safety control. Many innovative measures have become the management assets of hospital.
The innovation and flexibility reflected by “Unique Approaches” in hospital management is far from enough. President Xu often said: “There are no small things in hospital. No matter how big or trivial, we must do our best!” Few words have meaningful connotation. All the work of hospital is finally reflected in the improvement of the patient’s condition (life and death). In that case, medical staff must do their best with hospital work, including. Life comes first. Medication, examination, surgery, shift, process, system, rules, clinical guidelines, all of those must be implemented properly, which must reflect rigid management and must be followed. However, every patient and every disease are personalized. With the rapid development of science and technology, standards are also changing. Therefore, the hospital must implement the innovate management and flexibly handling to avoid rigidity and machinery. After many years of being the leadership, President Xu realized that he must define the rules and regulations on hospital management and flexible aspects, and the rules and regulations must be implemented unconditionally. Regarding flexibly handling issues, the hospital should have more communication and coordination.
There are many stories about President Xu’s adherence and strict controlling on system of hospital. Shortly after joining the Phoenix Hospital, he severely dealt with an employee who violated the system (eating melon seeds at his position), caused a strong response in the local medical and health system, which had been set as a management model by various medical units. President Xu established a system, which combined the strict “Zero Complaint” and “Zero Lateness” management with training, advocating medical staff’s active thinking, sense of responsibility, working forward and clear distinction of merit and demerit. President Xu and the team strictly managed the clinical quality and patient safety, adhered to the discipline of the system by combining their own and introduced information systems, and strictly abided by the rigidity of the system in daily management.
Another representative of President Xu’s “Unique Approaches” is the lake in the backyard of Yanhua Hospital. Yanhua Hospital is located at the foot of Yanshan Mountain. Rainfall from the mountains flows into the backyard of hospital, surrounding the Preparation Building. The water flows continuously throughout the year, moistening the plants in the backyard, but also causing mud, moisture. President Xu led the team to create two ponds from the mud, which attracted natural water from the mountains and turned into a beautiful and pleasant artificial lake – “Phoenix Lake”. Patients and their relatives come here to relax and enjoy the beautify lotus flowers. Medical staff often walk along the lack during lunch break or morning exercise to realize physical and mental pleasure.

During the accompanying of Phoenix Healthcare Group, President Xu devoted himself to taking care of patients and staff. He has worked in the General Hospital of the People’s Liberation Army and its 7th Medical Center (the former General Hospital of Military Region, Beijing) for many years.
